Team Capability Testing
SWAT/SRT
teams rely on overwhelming force, speed and surprise when planning
a takedown. Most call outs deal with untrained, unskilled individuals.
Although these individuals are dangerous, they are less of a
threat than a terrorist or cell that has received the equivalent
of Special Forces training.
SWAT TEAMS
are made up of very athletic and highly skilled individuals.
Teams have been trained on bus takedowns, room entries, CQB,
weapon disarms, sniping and related skills, critical to the
team's success. Training has been conducted on static/moving
targets, in shoot houses and to a limited extent in the field.
Most of the training was not against an adversary and as you
know, gross and fine motor skills deteriorate rapidly under
stress.
A key component
of an anti-counter terrorist program is an assessment. There
has been a great deal of attention devoted to threat assessments
for cities, ports, buildings and critical infrastructure but
little devoted to the capability of our nation's response teams.
We have developed a unique program that was specifically designed
to test the response of your team. The team is composed of SPECOP
personnel who have worked against terrorists in the field and
are well versed on their SOP's.
TCTTM
will provide you with the following:
- A clear
indication of how your team and team members will respond
to an in-extremis act.
- An indication
of what the skill degradation is of your team's skills while
under duress.
- An assessment
of what skills are lacking and what additional training is
necessary to prepare your team for an effective response.
- Invaluable
experience for your team to operate in a "simulated terrorist
exercise" (STE).
- Increase
your team's mental state and confidence when your team is
called to respond.
- Communicate
to the "terrorist community that WAR (we are ready) for
you and will respond effectively, aggressively and decisively.
Terrorists prey on perceived weakness.
The sniper
incident in northern Virginia provided us with a number of lessons
learned. One of those lessons is that law enforcement has prepared
for the conventional, and not for the unconventional. When faced
with a possible terrorist act, the conventional model is ineffective.
This also applies to SWAT/SRT response. In a conventional response,
the possible number of casualties are relatively limited. In
a terrorist response, the SWAT/SRT team could be preventing
the loss of thousands of lives or our national security for
that matter. As the terrorists begin launching their attacks,
it is imperative that the elite members of law enforcement are
well prepared to handle a number of possible scenarios. Your
response will effect the terrorists' decision to launch similar
attacks across the United States.
There is
no substitute for real life experiences. The time to find out
how your team will respond is during the TCTTM
, not during an actual event. You will never know how your team
will respond until they are put to the test. Furthermore, current
training is being conducted based on a "traditional model"
that is outdated and not effective for the new threat conditions.
